The deficiencies in small scale testing have been recognized for a long time. A major problem is the measurement of the rate at which heat is released by burning materials and the effects of this heat on fire development.

Small scale testing does not measure smoke generation and the change in smoke during a fire.

Nor is there an ability to determine the influence of of radiant heat when the under test is not the first item ignited.

A number of instruments and flammability tests have been developed to partially address these problems.
